Enhanced Immunities Agreement

The agreement, initialled by U.S. Ambassador to Rabat David Fischer and Anas Khales, Ambassador, Director of Protocol at the Ministry of Foreign Affairs, African Cooperation and Moroccans Abroad, aims to ensure the effective functioning of the diplomatic missions of both sides. This agreement will allow us to better support the important work of our respective consular officers serving our citizens abroad, and it will also accompany our growing cooperation in this area. Just as we agreed to put the foundation stones — of what international diplomatic law will become— we agree today to modernize it. The construction of the new U.S. Consulate General in Casablanca will strengthen the regional reach of America`s historic presence in Morocco. These developments could not be more temporal since we celebrate this year – next year, the 200th anniversary of the American Embassy in Tangier, the first and oldest in the United States. diplomatic property in the world and a testimony to our venerable friendship. Minister, today`s signing ceremony of the bilateral agreements on expanded privileges and immunities, which will be extended to the consular corps, is proof that our firm alliance continues to grow and prosper. By granting each other more favourable privileges and immunities to our consular representations than we currently enjoy under the Vienna Convention on Consular Relations, we are concretely demonstrating the high degree of (inaudible) trust between our two countries. According to an official statement from the U.S. State Department, this agreement will strengthen the ability of consular staff to protect the interests of citizens and promote national interests.

Nasser, thank you very much. Minister, it is good to see you again today. We are sorry that we were not able to do this in person. It`s great to be here with ambassadors Fischer and Khales. Thank you for being welcome during my visit to Morocco last December. It looks like it was a long time ago. You have welcomed me with great warmth and generosity, and I appreciate it. Before we talk about the wonderful agreement we`re going to sign today, I`d like to highlight the growth of our relationship under the Trump administration.
